Overview of BRD’s Work at the EU Level

The Bureau for Rights-Based Development (BRD) is a key actor in mobilizing Afghan diaspora communities across Europe—particularly in Sweden—to contribute to peacebuilding, humanitarian aid, and development cooperation in Afghanistan. BRD’s work at the EU level is grounded in rights-based principles and aims to amplify the voices of Afghan communities in exile.

Key Focus Areas:

Diaspora Engagement & Networking

BRD supports the formation and strengthening of Afghan diaspora networks, such as the Network of Afghan Diasporas in Sweden, to enhance collaboration, advocacy, and coordinated development efforts. These networks serve as platforms for collective action and policy influence.

EU-Level Consultations & Partnerships

BRD actively participates in EU-funded platforms such as the EU Global Diaspora Facility (EUDiF), contributing to consultations that shape diaspora engagement policies and practices across Europe. These engagements help identify opportunities, challenges, and capacity needs of diaspora organizations.

Policy Advocacy & Peacebuilding

Through its involvement in the Afghan Mechanism for Inclusive Peace (AMIP), BRD ensures that diaspora voices are represented in peace processes. It advocates for inclusive dialogue and the protection of Afghan migrants’ rights in host countries, emphasizing the diaspora’s role in shaping sustainable peace.

Advocacy on the EU Response to the Afghanistan Crisis

BRD, in collaboration with other diaspora-led organizations, advocates for a transparent, accountable, and inclusive humanitarian response to the crisis in Afghanistan. Key advocacy messages include:

  • Increasing humanitarian aid in line with growing needs, with strong accountability to affected populations
  • Linking emergency aid with long-term development to reduce dependency
  • Ensuring independent monitoring and minimizing interference from de facto authorities
  • Recognizing the value of local and diaspora organizations in aid delivery
  • Preserving humanitarian access, especially for services targeting women and girls
