Who We Are

The Bureau for Rights-Based Development (BRD) is an Afghan non-profit, non-governmental organization established in 2002. Formerly known as the Bureau for Reconstruction and Development, BRD is committed to promoting rights-based development to foster a strong, inclusive, and pluralistic society in Afghanistan.

Our mission is to empower individuals and communities—especially the most vulnerable—by addressing the root causes of poverty, inequality, and injustice. We believe that sustainable development is only possible when people are aware of their rights and are equipped to claim and protect them.

Our Vision

A peaceful, just, and equitable Afghanistan where all individuals can live with dignity, enjoy their rights, and reach their full potential.

BRD is committed to promoting human rights, sustainable development, and good governance in Afghanistan. Our strategic objectives guide our efforts to create lasting, positive change in the communities we serve.

Empower Individuals and Civil Society

We strengthen the capacity of individuals and civil society organizations to become active participants in governance and development. This includes training in human rights, advocacy, and leadership, as well as supporting grassroots initiatives and youth engagement.

Promote Good Governance and Accountability

BRD fosters transparent, accountable, and inclusive governance by supporting anti-corruption efforts, training public officials, and promoting citizen participation in decision-making processes and public service monitoring.

Protect and Support Vulnerable Groups

We advocate for and support marginalized populations, including women, children, minorities, and displaced persons. Our programs offer legal aid, psychosocial support, economic empowerment, and promote inclusive policies.

Advance Sustainable Development

BRD contributes to sustainable development through initiatives in education, health, livelihoods, and environmental protection. We promote climate-resilient agriculture, vocational training, and access to clean water and renewable energy.

Strengthen Organizational Capacity

To ensure effective program delivery, BRD invests in staff development, financial transparency, and strategic partnerships. We leverage technology for monitoring and evaluation and continuously improve our internal systems.

- Our Experience -

Established in 2002, the Bureau for Rights-Based Development (BRD) is a seasoned rights-based development organization with over two decades of experience implementing development cooperation programs across Afghanistan.

Through its long-term engagement, BRD has developed deep insight into the local context, built organizational resilience, and crafted adaptive approaches and alternative delivery mechanisms to ensure the continuity and effectiveness of its programs—even amid shifting security and political landscapes.

Over the years, BRD has achieved significant results in its development work and continues to maintain a strong presence on the ground. With full operational capacity, BRD remains actively engaged with civil society organizations (CSOs) and grassroots communities, ensuring their meaningful participation in all stages of program design and implementation.

Support Education For Street/Out of School Children
Help to change the course of Afghan street children’s lives by sponsoring their education. Instead of begging, scavenging through rubbish or selling plastic materials, proper education equip the children with literacy competency and technical skills required to financially support their families in a sustainable way. This project aims to enroll all the street/ outschool into the formal education system but if situation doesn’t permit, vocational training will the alternative way out.

Provide Afghan Women With Sustainble Livelihood
Empower Afghan women with culturally appropriate and sustainable skills, which could eventually yield income contributing towards sustainable livelihood. Your contribution will cover the cost of vocational training, tools&material and business startup support.

Vocational Training/Business Development Support for Afghan Youth
Poverty is one of the keys causes the long standing conflict in Afghanistan. Education and vocational training are essential to economic development that will ultimately break the cycle of poverty. Help to equip a vulnerable Afghan youth with empirical skills that are in demand such as carpentry, welding, tinsmith or other trade training; improving his opportunities for employment or start up small-scale private enterprise. Your contribution will help to cover the cost for vocational training for one young Afghan adult over a period of 6 months.

Support Online Education for Afghan Girls
Due to the current context in Afghanistan, the girls are banned to have secondery and higher education. Providing Afghan girls with the online education is the only opportunty and hopes of Afghan girls to have higher education and fulfil their dream to have bright future. Your support for sponsering/scholorship to cover school fees, computer and internet cost will enable the deprived girls to have future.

Safegaurd Culture Heritage At Risk
The rich Afghan culture heritage serves as a source of history and legacy from the past, to be preserved now and passed on to future generations.The cultural heritage of Afghanistan has also suffered unimaginable loss from deliberate destruction, pillage, and neglect throughout the decades of war and continue to be at risk collops and disappearance due to current conflict and frequent climate change related disasters such as earth quick, flooding and landslides.To respond to the needs to safeguard, protect and preserve culture heritage in Afghanistan, BRD provide emergency response to to protect culture heritage at Risk, you support will contribute toward sustainable protection of culture, because culture is basic needs.
