Who we are
The Bureau for Rights-Based Development (BRD) is an Afghan non-profit, non-governmental organization established in 2002. Formerly known as the Bureau for Reconstruction and Development, BRD is committed to promoting rights-based development to foster a strong, inclusive, and pluralistic society in Afghanistan.
Since the establishment in 2002, the Bureau for Rights-Based Development (BRD) is a seasoned rights-based development organization with over two decades of experience implementing development cooperation programs across Afghanistan. Through its long-term engagement, BRD has developed deep insight into the local context, built organizational resilience, and crafted adaptive approaches and alternative delivery mechanisms to ensure the continuity and effectiveness of its programs—even amid shifting security and political landscapes.Over the years, BRD has achieved significant results in its development work and continues to maintain a strong presence on the ground.

The governance framework is anchored by the Board of Directors, which provides strategic direction, approves key policies, and monitors organizational performance. The Board works closely with the Managing Director, who is responsible for the day-to-day management and implementation of BRD’s programs and operations.Supporting the Managing Director is a senior management team composed of department heads and technical advisors, each overseeing critical functions such as finance, human resources, program implementation, monitoring and evaluation, and compliance. This team ensures that BRD’s activities are aligned with its strategic goals and are executed in accordance with established standards and procedures. Netwrok Membership
At the national level, BRD is an active member of the Afghan NGOs Coordination Bureau (ANCB) and the Civil Society Joint Secretariat (CSJS) in Afghanistan. These platforms facilitate coordination among civil society actors and promote collective advocacy and policy engagement.
Internationally, BRD is affiliated with Let’s Do It World (LDW)—the world’s largest civic movement focused on environmental action—and is also a member of the UNODC Civil Society Portal for Anti-Corruption based in Vienna, which supports global efforts to combat corruption through civil society engagement.

Donors
BRD has had the privilege of partnering and collaborating with a diverse range of organizations and agencies. These include multilateral institutions such as the Asian Development Bank (ADB), World Bank UNISCO, UNAMA and UNICEF ;
bilateral donors including the Canada Fund, DFID/Atos Consulting, Department of State, and the US Embassy Department of Public Affairs (PAS); and international NGOs and foundations such as Relief International, Search for Common Ground (SFCG), Prince Claus Fund, ALIPH Foundation,National Endowment (NED) and Ccenter for Victem of Torture and ICAN.

Academic and Research institutions
BRD has also worked closely with academic and research institutions such as the University of Virginia and the Humboldt-Viadrina School of Governance, as well as with development implementers like DAI/USAID, MSI/USAID, and the Center for International Private Enterprise (CIPE).
Furthermore, BRD collaborates with the European Council for Refugees and Exiles (ECRE) and maintains a partnership with the United Nations Voluteering Program to support its mission of sustainable development and institutional strengthening in Afghanistan.
