Afghanistan’s reconstruction needs well functioning governmental administration, which needs qualified and accountable human resources. Currently, Governmental departments are facing the lack of professional and skilled Afghan personnel; they do not have the skills and qualifications required for office management and to develop and implement development projects.

As part of Afghanistan’s National Development Strategy in Governance, Rule of Law and Human Rights, the government is reviewing its public administration structure and rationalizing it to ensure a fiscally sustainable public administration.

The capacity of the government is also to be strengthened so that it is able to deliver services to the people effectively and efficiently. The public administration has to be improved through further development of coherent and effective administrative and bureaucratic structures with a sufficiently trained and motivated civil service.

   KEY INTERVENTIONS:

BRD is very actively involved in the capacity building of the Government. It aims to equip public administrators with proper management, process/skills, knowledge and techniques to improve service delivery and become self-reliant and effective.

Through the provision of training and consulting services, BRD has established a sound track record in the design, delivery and evaluation of training programs, especially in the training of NGOs and the Government. Our partners include the President’s Office, the Ministerial Government and local governments at the provincial and district levels. Drawing on many years of experience and BRD’s in-depth knowledge of the current social, economic and development contexts across the country, it has been able to deliver projects successfully.

BRD has completed many Capacity Building projects on the training of National, Provincial and District officials in management skills and development skills. They include:

        Project Management
        Information Management
        Provision of IT and Office Equipment
        Management Training
        Various Professional Development Training

In addition, BRD conducts a comprehensive training program for NGOs and the Government at its in-house Training Center in Kabul. BRD has also participated in the international assessment of Afghanistan’s development in the Afghanistan Stabilization Program.

Comments from Habiba Sarabi, the Governor of Bamyan Province:

"We have organized many training programs for our staff to develop their capacity in order to improve their performance. However, they were not very effective due to poor delivery methodology and limited knowledge of the training agency.

According to feedback of my officials, for the first time we brought the right organization with the capacity and skills, that delivered quality training by using new participatory methodology and good facilitation skills.

I would like to thank BRD and its staff for their high quality training. I would also like to say that this will not be the last we see of BRD. I am keen to have BRD in Bamyan for future training programs."

Comments by Deputy Governor of Daikundi Province:

“Daikundi is a remote province. Coupled with the fact that the salary for civil servants is low, it is very difficult to get skilled and expert people to work for the government in this province.

Thus, most of the officials lack the necessary skills and knowledge for effective performance.

According to my assessment of the participants and their feedback, the training delivery by BRD was very high quality. Their facilitation skills and delivery method was very effective for transferring the skills and knowledge to the participants. It achieved the planned objectives and we are very happy with their performance.

I would like to thank BRD, especially those who are involved in organizing and delivering such an important training. Thank you again for your hard work and efforts in making the training a success.”
